IonQ, Congruity360 Sign $8.18 Million Quantum-Security Agreement

IonQ and Congruity360 have signed an $8.18 million agreement to add quantum-resistant security to an enterprise data management platform serving customers across the U.S.

Under the agreement announced in a press release, IonQ will supply Congruity360 with Clavis quantum key distribution systems and Solteris Network Appliances. Congruity360 plans to use the equipment to protect sensitive data moving between locations.

The companies described the deal as one of the largest commercial quantum-security agreements announced in the U.S. They did not disclose its duration, deployment schedule or the customers expected to use the network.

Congruity360 provides software for managing and governing unstructured data, a broad category that includes documents, emails, images, videos and other information not organized in traditional databases. Its customers operate in finance, health care, insurance, legal services, manufacturing, defense and higher education.

The planned network will combine post-quantum cryptography, or PQC, with quantum key distribution, known as QKD. The two technologies address the potential threat that future quantum computers could break encryption methods widely used today.

PQC relies on mathematical algorithms designed to resist attacks by both conventional and quantum computers. It can generally be introduced through software and existing computing infrastructure.

QKD takes a different approach, according to the press release. It uses the properties of quantum physics to distribute encryption keys between locations. Attempts to intercept the keys can disturb their quantum states, potentially revealing that the communication has been compromised. QKD typically requires specialized hardware and dedicated network connections, which can make deployment more costly and complex.

IonQ’s Clavis systems will establish the quantum-secured links, while its Solteris appliances will apply quantum-resistant protections to data traveling across the network, according to the announcement.

Federal Deadlines Drive Security Spending

The agreement comes as the U.S. government accelerates its transition away from encryption that could eventually become vulnerable to quantum computers.

An executive order signed June 22 requires high-value and high-impact federal systems to adopt post-quantum methods for establishing encryption keys by Dec. 31, 2030, and for digital signatures by Dec. 31, 2031. It also directs the Federal Acquisition Regulatory Council to propose rules requiring covered government contractors to comply with applicable federal cryptographic standards by the end of 2030.

“The White House’s June 2026 executive order pulls federal post-quantum deadlines forward to 2030 and extends them to contractors,” said Jordan Shapiro, president of Quantum Platform at IonQ. “Congruity360 is integrating IonQ’s quantum key distribution (QKD) on top of post-quantum cryptography to protect data that must stay confidential long after those deadlines pass. Congruity360 serves customers in finance, healthcare and insurance, legal services, manufacturing, defense, and higher education. These sectors face the strictest data-protection obligations and the longest data retention requirements.”

Security specialists have warned about so-called harvest-now, decrypt-later attacks, in which adversaries collect encrypted information today and retain it until quantum computers become powerful enough to decode it. The risk is most relevant to information that must remain confidential for many years, including health, financial, legal and defense records.

The Congruity360 deployment is intended to provide layered protection by combining broadly deployable PQC methods with QKD links for data moving between selected locations.

The agreement expands IonQ’s growing quantum-networking and cybersecurity business. The company and Florida LambdaRail announced plans earlier this year for a statewide quantum-safe network initiative. IonQ has also worked with Cisco on quantum-resistant network upgrades in Switzerland and has participated in the deployment of a large operational QKD network in Europe.
